Ask a question across tender documents
A tender arrives as a notice, an instruction to bidders, a technical volume and four corrigenda. This reads them together and answers across the set with a citation for each part.

The corrigendum is the whole problem
A tender pack is a base document plus a sequence of amendments, and the thing a bidder loses money on is an amendment they did not see. So where two documents in the set say different things, both come back with both citations rather than being resolved into one confident answer.
That behaviour is deliberate and it was tuned for exactly this shape. The rule that normally pushes out near-duplicate passages is relaxed between documents, because across two files agreement is corroboration and disagreement is the finding. Applied flat, the second document quietly lost its place and the answer named one date with total confidence.
Two searches, because one always misses
A meaning search finds the eligibility rule when the notice calls it qualification criteria. A word search finds clause 4.2.1 when somebody quotes it at you. Run only one and the failure is invisible: an answer comes back, it reads well, and the paragraph you needed is not in it.
Both run here, along with a search over the terms the documents themselves lean on, and the results are combined before the passages are spread out so the answer draws on several places rather than one paragraph five times.
Where nothing relevant is retrieved, the question never reaches the model and you are told the pack does not answer it. A fluent paragraph assembled out of the nearest available passage is indistinguishable from a real answer, and on a submission deadline that is an expensive thing to be handed. Everything runs on this device, corrigenda included.

Will it tell me if I am eligible?
