Find the rules in an employee handbook
A handbook is ninety pages and three of them get read. This reads the whole thing and answers the questions people actually have, with the page each answer came from.
- Answers cite the page, so an employee can be pointed at the rule.
- Several handbooks and annexes can be searched together.
- Nothing is uploaded, and no account is needed to read one.
The questions are always the same six
How much leave, how it is accrued, what notice either side owes, what happens on probation, what the expenses rule is, and who to tell when something goes wrong. A handbook answers all six and buries each of them in a different section, usually with a cross-reference to an annexe that was issued separately.
A search that only matches words misses the answer whenever the handbook calls it something else, and a search that only matches meaning misses a clause number somebody quoted at you. Both run here, along with a search over the terms the document itself leans on, and the results are combined.
Where an annexe and the handbook body disagree, both come back with both citations. That is usually the whole reason somebody went looking, and a tool that quietly preferred the newer-looking file would have hidden the finding.
A cited answer is the only useful kind
Telling an employee what the notice period is, without being able to show them where it says so, is worse than not answering. Every answer here names the passage and the page it came from, so the next step is opening the handbook at that page rather than searching it again by hand.
Where nothing relevant is retrieved, the question never reaches the model and you are told the document does not answer it. A fluent paragraph assembled from the nearest available passage is indistinguishable from a real answer, and on a policy question that is how somebody gets told the wrong rule with complete confidence.
Several handbooks can be read together, which is how a group with one policy per entity gets a single answer instead of four.
