Summarise a policy document

What this policy is, who it applies to and what it requires of them, in a few paragraphs. Recognition runs first, so a printed and scanned copy works as well as a digital one.

• Reports what the policy says rather than characterising it.

A summary orients, it does not replace

The useful thing a summary does with a policy is tell you which four sections you actually have to read. It is the page you look at before deciding where to spend your attention, and it is wasted if it is treated as the reading itself or quoted as though it were the policy.

So the wording stays close to the document. It reports what the policy says rather than judging it, because a summary calling a clause unusual has made a judgement nobody asked for and nobody can check without reading the clause anyway.

Long documents are read in windows and every window is kept. First window wins would summarise the opening and the closing and silently skip the middle, which on a policy is where the obligations live.

A document can try to give the model orders

A line reading "ignore all previous instructions" in the body of a PDF is the obvious attack. The subtler one asserts something about the summary itself, such as a reference number that must appear in any faithful summary, which is a command wearing the grammar of a fact and walks straight through a filter built from examples.

Text shaped like that is flagged above the summary and written into the head of the saved file as well, because saving a summary and forwarding it otherwise strips the one signal that the source was hostile.

The warning names the line it found rather than simply declaring that something is wrong, so you can look at it and decide for yourself whether a policy sentence merely happened to be phrased as an instruction.
